There's freedom and there's freedom. Think of all the things that are mandated in law to protect people that people have no problem with, or are seen as beneficial. What is the benefit (to anyone) of the freedom to fuck yourself up?
Good laws protect people from harming or being harmed by others. I don't always respect the other laws which infringe on my personal choices, though sometimes I do follow them out of choice. For example I always ride a bike with a helmet even overseas as I can't see properly when riding fast without one. I also have no problem with paying reasonable taxes and the like. Freedom of choice by adults is an absolute right. You give up as many of your rights as you like.
Careful what you wish for. Genuine questions for you here:- Would you still blame the rider in shorts if he or she is hit by a SMIDSY ? How would you feel if motorcyclists in shorts were not looked after by the state in regard to injuries received while riding in shorts but instead had to arrange their own insurance? Where do you draw the line on government intervention that would as you say save the country millions at no real cost to individual freedom. Should all these be banned for example ? There is no such thing as true freedom any more, so no. Try going to another country without a passport. We agree, as a collective, to give up certain rights all the time. Yes, and equally if I had fallen off trying to put it on before moving off while straddled on the bike at the window of the customs booth, hit my head on the building and dieded an unfortunate death, I would also be a little miffed about my actions so I took the easiest and safest option at the time and rode a little with no helmet until it was safe to put it on
I have been to many countries where the requirement to see your passport is at best lax. Giving up some freedoms in the interest of overall society can be a reasonable request. The ban on firearms in the UK is a good example imo (but not everybody agrees). Paying taxes is another. What you describe as "the rights of an idiot", are to other people personal choices over which you nor anyone else have any right to interfere. People over the age of 18 have the right to choose what they want to wear when riding a motorcycle. Live and let live would do more for the common good than any amount of new laws banning one thing or another. Lets Stop the Nanny State.
