I would be interested to know the sources where you have been doing your reading on the WTO and their rules. I have tried their website and I didn't find it at all easy to find clear, relevant information on there. I have also read some journalistic articles, which are much clearer but how biased are they? My daughter also gave me one of her textbooks to read but that was even harder to glean relevant information from. So, as you have clearly been much more successful in your research, perhaps you let me/us know where to look.

If the factory is in China and we have zero tariff, the costs would be lower because they can then sell to both countries with zero tariff

I get that, it’s a general thing ( UK only ? ) politicians never do what they promise. So how do we change it ? I certainly don’t know the answer, I do think the EU ref nonsense has highlighted how bad they all are to everyone though.
