You can have an authorities monitoring body without having a second house, I believe we do have one and once Bercrow goes it will resume it's original independent role
The only "second house" system that makes any sense and is also democratic in nature, is the House and the Senate as used by the USA. But that only works for a republic that consists of semi-autonomous states. The UK is so firmly wedded to the idea of central power that the US system would never be permitted by our political masters. Sorry, I meant "by Parliament".
