No, what I meant was that backhanders, bribes and bungs are the nature of the beast for most people in power in most countries. You'd expect that to be less prevalent in the UK or Switzerland, or Scandinavia for example. But in most places, people in power (even local bobbies in Italy) will abuse that power to make their lives more comfortable financially. Paying these people well is the first step to avoiding this scenario. So it might look pricey, but you're better off in the long run if they are well paid. In any case, you know what they say: pay peanuts and you get monkeys.
