Impossible when the U.K. is planning market divergence from EU standards. This effectively moves the EU border and leaves Ireland “outwith” the EU. Exactly the same as NI would be if it stayed in the customs unions.so if the U.K. won’t accept that wrt to NI, why would the EU wrt to the RoI? Don't the EU have a lot of control over our Vat, we can't reduce it on sanitary products or energy, didn't they recently stop us from reducing vat on solor energy. If I'm wrong then ignore this post.
All EU VAT will be controlled by the EU council in future, that is where it is going - just like the Armed Forces

Michael Gove said the 5% rate of VAT on household gas and electricity bills could not be scrapped because of EU rules. Reality Check verdict: EU rules mean the UK cannot reduce VAT on goods and services below 15%, the standard rate of VAT in the EU. The standard rate of VAT in the UK is 20%, so the government could reduce it by up to 5% today if it wanted. Got to worry about some peoples grip of basic economics. Services, schools, road building etc all need funding. Reduce vat, but the missing revenue will still need to come from somewhere. There is no free ride. Bloody EU again though....stop being silly.

The lowest rate can be 15%. The lowest rate is 17%. Where’s the ambiguity? Governments need money and are charging more than the minimum allowed, but that doesn’t change that the EC have overall control.
none here, gove and others said you couldn't reduce it. turns out you can. so far nobody has dropped below 17% doesn't mean you cant go down to 15%. it also doesn't mean the EU took this decision without our permission. we are the EU.
Gove said we couldn't reduce the 5% on energy, he is correct the EU 28 collective won't let us. We can't change the minimum rates by ourselves, only by approval of the 28.
Wool over eyes folks. The Cons do not want to reduce vat, it would result in loss of revenue. Fact; they can drop it by several percent now. Why dont they? Because they are playing a blame game.
why would you even want to drop the 5%? i can claim it back on work related bills. 5% is f,all. i guess it beats taxing the energy companies... i dont see the oil companies pulling out of Norway where they paid 24bill in taxes on the same product with similar extraction levels as us where the companies only payed the UK exchequer 1bill.
