You may challenge how the Conservatives will retain 19,000 nurses who would otherwise have left, but the fact remains, that 287k + 50k = 337k. That is what they will be scrutinised over in future. likewise adding 20k to police numbers.
so, its 287k minus the 19k people they THINK are gonna leave that they THINK they can persuade to stay plus 31k they THINK they can find while all these nurses are no longer coming.
