Depends, whilst fin disagrees', the eu will accept Scotland as an independent country as long as it has done it legally. At the moment there is a legal system for them to leave but that requires a long and substantive majority to validate the request for, in this case , indi 2. A one off general election is not a long substantive majority. They could of course have an advisory referendum but that would hold no legal basis as it is outside the agreed standard for an indi vote and even more perilous considering they wish to use the pound . it's not the government they have to convince, it's the Scottish people and so far have never given a long and substantive majority for it.
