On the inner London estate that I grew up on in the 40s/50s, it was part of the tenancy agreement with the local council. The Tenant had to keep the doorstep clean and that part of the landing that the flat was located on, and, the flight of stairs leading to that flat. This was shared between the tenants along that landing on a weekly basis. Failure to keep it clean would result in a reprimand from the Council.

 

Those are “proper” playground equipment: the sort where you can lose limbs or kill yourself if careless. Great fun!
