I had exactly the same problem with my 11 touring (with the suspension upgrade) I dropped the triple clamps through the forks by approx 5mm. Complete cure. Many moons ago I had Suzuki DL 1000 which had a penchant for full tank slapper mode under fully loaded conditions - loved that bike even though it had it in for me! Dropping the triple clamps on it probably saved my life!
I would consider topbox as a prime contender; that's providing though the headstock bearings are in good condition and aren't too tight which is another main cause. Best way to check is get the front wheel off the ground (not a wheelie FFS) and set it in the straight ahead position. A slight tap on the side of the tyre should be enough for the forks to drop to the lock stop easily.....obviously check for too much play in the bearings, though.
Indeed, I'm surprised nobody in this thread has mentioned the very first thing to check which is the bead bearings. That being said, there is absolutely no guarantee a bike of this style should be stable at 200kmh. Some are, but if it isn't is doesn't necessary point to a problem
My weave was really bad last year. Turned out to be worn chain. New chain still does it but no way near as bad.
Just use the standard Skyhook settings never had any problems even with my top box on. But I always stay the right side of a ton to preserve my licence Also if your running Michelin pilot the front can sometimes start blocking at surprisingly low miles if your a hard breaker
