No, the EU already had rules on VAT which every EU country abided by right up until 31st December 2020 then the U.K. left the EU and imposed it’s own rules. It is the HMRC who is calling for sellers to register and collect VAT on it’s behalf as a direct result of Brexit.
Makes a difference. Within the EU VAT has and continues to be charged in the country of sale and not at the border ( over £135 )or via online sales platforms.

VAT is a highly inefficient form of taxation (net receipts vs cost of collection). I believe it was originally imposed so that we could align with the EU, maybe now is the time to reconsider this form of taxation and replace it with something more efficient
You are quite welcome to block me and never see any of my posts. Smug? Brexit has affected me in a big way because I live in France and have a UK RAF pension which I pay UK tax on. Perhaps I am a little bitter because I was not allowed to vote in the referendum.
They may or may not be changing their rules for third countries. I don't know. They aren't changing the single market which means Vat is paid in the country of sale, no duty and no tariffs. We left so we get treated as a third country. However the me Vat direct to HMRC below £135 and no vat relief under £15 is something the UK has now implemented. So if you want to import to the UK you from anywhere you need to be Vat registered here. That is probably not very attractive if you are a smaller company in the EU. EBay and Amazon have to pay the UK Vat on sales that they facilitate. So it appears if you buy something in the EU from a private person via eBay you now have to pay 20% extra and possibly 2.5% customs duty and a fee to whoever does the customs clearance for you. None of that applies in the single market which had the basic 4 freedoms of free movement of money, goods, services and people as well as regulatory alignment which actually means any good produced to UK standard can be sold as they are in the EU and vice versa. We have lost that last point as well so exporters of more complex goods might have to build stuff specific to one country. That goes both ways. A TV produced in Hungary might contain a component that we have not licenced in the UK so they would have to use a different component for us. Likewise a TV produced here might need 27 different components, one for each country, where before the same one was ok for all.

Why do you pay UK tax on pensions when you are a French resident? I’ve been looking into it and you are meant to pay tax in France.
