Looks like a air cooled 796/1100 but with a water cooled lump in it?

edit, actually on closer look it might be the 1100 engine.

Better than what the factory are knocking out at the moment, imo.

 

It's a standard late Spanish Ducati frame for the Mototrans company (built Ducati singles under license), I think the frames were modified parallel twin items.
