Yep, but that's not the fault of the fine/EU, that is fault of the political and social system that is in the UK.
My initial clarification about the fine is just so the emotional stories people hold about the EU and Brexit weren't triggered.

Without wanting to sound overly sceptical, I wouldn’t be surprised if someone associated with government made a huge amount of money out of the smuggling and the tax payer paid their fine.
