Not quite sure where you read that, as the Healtech eliminator just plugs into the loom replacing the connection to the servo disabling it but sending the correct feedback (resistance?) to the ECU to prevent the error appearing on the the dash. The servo is just left unconnected so I suppose that with the ignition off it will be open at that point and held in place by the cable. However, if the valve has seized and is the closed, or partially closed, position then it will remain that way. Mine was fully functional at the time I installed the eliminator but I still wired it in the open position.
Best to remove it totally, no doubt about whether it is open or closed. Cut mine out with an angle grinder and welded a piece of 304 stainless pipe over the top. I will dig out a photo and post it later.
The Healtech overrides it closing/operating (as long as it’s not already stuck). You can tell because when you turn on the ignition you can hear that it doesn’t cycle the valve.
