It does, just some will make a conscious decision to ignore any law they find inconvenient. It’s just should a cyclist ignore the speed limit there is no meaningful sanction should he be stopped for it.

Where they do so, general compliance needs to be achievable without an excessive reliance on enforcement. Given that people are complaining about non-compliance with the 30mph limit, how do they think they will achieve compliance simply by changing the signs? It will do nothing for air quality either, despite the fanciful claims.

No one should be jumping red lights, bike or car. However, I do find it funny when motorists start waving the highway code at cyclists, when they, themselves have very likely recently, exceeded the speed limit, failed to indicate, and had a sneaky look at their phone.
How are they going to know who you are? No reg plate- no traceability. If a cop pulls you on a bicycle you can just tell him or her any old bollox. Simple…
You can’t, you don’t need a revocable licence to ride a cycle. The only offence I’m aware of should you be caught speeding on a cycle is ‘furious riding’.

He is correct. People are being banned from driving for drunk cycling, and operating electric scooters drunk as well.
