Quite probably not exempt as other classics.
To gain classic status a vehicle must not have been substantially modified from original

 

perfect vehicle - will easily obtain 4 x original power - weight might not be too different depending on battery spec and whether a̶n̶ a̶n̶o̶r̶a̶.. someone wants to argue the case for a brimmed fuel tank etc.

 

You forgot weight of the driver…..I know a Sainsbury online driver got burned by the feds for an overloaded van.
They’re individually weighed at PDI with a near empty fuel tank possibly just 3-5 litres of diesel, he was prosecuted successfully. Not trying to judge how good the Police are at knowing how it overloaded but it might have been dragging the body on the tyres.
