Policy does not require loss to be reported to police. It requires loss report which can be provided by for example ferry company or airline. When your luggage gets lost on plane I do not recall need to report it to police for claim. Mobile phone insurance is the same, accidental loss or damage needs not to be reported to police. You have no facts you making assumptions like a "real officer of the law".
