I'd still like to know why these bikes attract these bids, The bikes don't particularly seem resurrectable.
I don`t think they are, surely the frame tubes will have rusted to a point where the metal is too weak to have any strength left. If it`s for the number plate then there has to be easier ways, a cheap newer non runner that is still registered or on sorn with paperwork perhaps. As far as I know, you can`t transfer numbers from one bike to another when one of the bikes is a rusting, non running lump in a box. Maybe slightly different but when I applied for an age related plate for my off road BSA, I had to get a letter of authenticity from the BSA owners club to verify the frame and engine numbers were right, they also wanted photos. I had to get it MOT`d using the frame number and the DVLA got me to trailer the bike to their nearest office so they could see the bike was a bike and was in one piece. Then, and only then did I get a V5C for the bike.
^^^ From what I remember from years ago was that registrations were only transferable between vehicles if both were roadworthy and MOT'd etc. A lot of this had to do with the sale of cherished numbers and the fact you could put an older registration on a vehicle but you could not make it look younger than it's original age. I'm sure something will have changed since then, I'd be interested to know the current position.

I'm sure that's still the case - I have MY52 DUC on my 03 998 and want to change it to my 999R Fila as it suits being No 52 race number but neither are on the road so it will be a massive expense to swap. I will wait until I decide to run them both one year then swap...
As long as you pay the £25 a year retention fee, then you can keep the number for as long as you like. I had one on retention for 5years. It's my no. and I paid good money for it.
Is it registered to a bike? If so that's ok, it's only if the plate isn't registered to any vehicle you need to worry. You used to be able to retain numbers off of vehicles indefinitely, but not any more.
MY52 DUC is on my 998 so that fine, but I have BL51 BUB and KN08 OFF on retention - last renewed them in March this year - £20 charge for each. So what's changed?
Well this is news to me, I still have one on retention and DVLA have not contacted me regarding any amount of limited retention before donation to a vehicle. Shall do some checking now and report back later.
This clearly states that you can retain the number for a maximum of 3years then can renew said retention again as many times as you like for 3year slots. Hope this helps. What You Need To Know After Buying

You can renew your entitlement for up to three years at a time by applying and paying a fee of £25.00 per year. There is no limit to the number of times you can renew.
