It happens. The official fix is that Apple will give you a price on a replacement 4. You can't pay the difference and get an upgraded phone. You will find that the price means it's not worth getting a replacement 4. So you (a) put up with it (b) get a new phone (c) get it repaired through unofficial channels - there are plenty if you look.
I've not found any problem with having 'just' the 16 Gb. It's only a snag now when I'm supposed to upgrade, for the last 18 months or so it's been just fine!
Well, it is fine if you don't have much of a music collection, or many photos of videos. Or apps. Actually, it's the music that kills mine: 18.4 Mb of it and I've had to manage it to make sure I don't put all of it on the phone. Next one is going to be 64 Gb.
If you use the 128kB option on the iphone sync within iTunes you can get a whole lot more music on. It does take a while to do as it takes the song, converts the iphone one to 128 and uploads it. It doesnt effect the bitrate of the song stored on your itunes music library. Only the one copied to the phone. I recommend this. It will likely double the amount of music you can fit on your phone.
I have just updated to IOS8 on my iPhone 5s and iPad Air. No problems, however, I cannot see it has given me anything more than the ability to say Hey Siri when plugged in.
