It is true that conditions can be attached to planning permissions, or restrictive covenants imposed on the land, so as to require local occupation, or prevent selling on within x years, or preclude sub-letting. The trouble is, monitoring whether those impositions are being complied with, and taking legal enforcement action if not, are expensive and unpopular functions. Who is going to do this? Who is going to pay for it? They are likely to fall by the wayside in a few years.
