The exhaust is obviously a total after thought, so I'm guessing they didn't have the time/money/resources to do that. Just a better designed side exhaust would have been acceptable to most I think. The twin-stacked cans just look like something they've picked up from eBay and not actually intended to be on the bike at all.

The 1299 isn't Euro 4 compliant. All new bikes sold have to be compliant from January 2017. Expect some good buys around September next year on unsold new bikes. I think the only bikes in Ducatis range now not compliant are the 1299, Diavel and the 821/1200 Monsters excluding the Monster R.

I would say its impossible to completely renew your whole range in one year so they chose to do it over 3 years, the DVT Multi being the first last year. The noise tests for Euro 4 are quite tough and include mechanical noise testing and not just exhaust noise.
