  11. [h=2]Exemptions from speed limits[/h]
Emergency VehiclesSection 87 Road Traffic Regulation Act 1984.
No Statutory provision imposing a speed limit on motor vehicles shall apply to any vehicle on anoccasion when it is being used for Fire Brigade, Ambulance or Police purposes, if the observanceof that provision would be likely to hinder the use of the vehicle for which it is being used on thatoccasion. The hindering of the use of the vehicle for which it is being used relates directly to the speed of thevehicle. Exemptions will not be granted in cases where speed is judged to be excessive given thecircumstances for which the vehicle is being used on that occasion. In other words the vehicleneeds to be in the process of being used for a purpose requiring speed in excess of the speedlimit, and that speed must remain reasonable.
An Ambulance is a vehicle, which is constructed or adapted and used for the purposes ofconveying sick, injured or disabled persons. None of the definitions listed in the Road Traffic Actscould extend to vehicles used for the transportation of blood or human tissue.
    SPEED LIMIT GUIDANCE
In Wales they are to introduce maximum speed limit guidance for
emergency response calls only, within an urban environment. The limit is to be set at no more than 20 m.p.h. above the posted mandatory speed limit within the urban setting. (This is
endorsed by the Association of Chief Police Officers A.C.P.O.)
E.g. 30 m.p.h. speed limit – 50 m.p.h. maximum40 m.p.h. speed limit – 60 m.p.h. maximum etc. These are not targets but limits, and safe considerate driving is expected at all times. This guidance has been introduced to protect staff when engaged on an emergency, as well asother road users and pedestrians.
    Benefits of this guidance: -
More time to react to hazards as they develop.
It gives other road users more time to react to YOU so they do not have to brake sharply
    and therefore slow you down.
If an accident occurs there is less likelihood of serious injury or fatality.
If the policy is adhered to then there will be more protection in court in the event of an
accident.Progress can still be made perfectly easily by optimum positioning of the ambulance, i.e. more
    towards the centre line,
if safe to do so, and full use of emergency Visual and audible warnings.
Once away from an urban environment, road conditions, other road users and weather conditionsshould dictate your speed, with safety of paramount importance.
Please Note: - Always drive to your own and the vehicles capability, andprevailing road and traffic conditions.Regulation 99 Road Vehicles (Construction and Use) Regulations 1986Use of Two Tone Horns/Audible Warnings
Nothing in this Regulation shall prevent the sounding of 2-Tone Horns or Sirens fitted to a vehicleas permitted above when it is necessary or desirable to do so to: -Indicate to other road users the urgency of the purpose for which the vehicle is being used,OrWarn other persons of the presence of the vehicle on the road.
