Well yes and no, we are leaving and there are some rules, but very few as brexit under article 50 was never envisaged being ever used. I suspect once brexit has actually happened, the beurocrats , if they haven't started already, will update article 50 and make it almost impossible to leave the eu after we have. Yes we will be dictating our terms because we are leaving and not trying to join. We leave when the brexit completed and deal is announced and we settle the last of our contractrally agreed projects which finish in 2020 At the moment , whether it is a poker hand or a genuine intent, the european project top table are realising that the U.K. IS prepared to leave with no agreement
