The bit that was always ignored is the amount is the baseline, there is a clause that says basically if a country does better than forecast, it's contribution must increase ontop of the baseline input to a certain percentage level. The trouble with this is that it is very similar to business in that many countries push forward to the eu "underestimated" figures making it look like they make a loss every year so need more help. Great for the two thirds who take out more than they ever put in but crap if you are in the one third that always puts in more than you take out and with no way of checking or asking why haven't you brought that around after 10 years? the same countries year after year take out whilst the same third put in. To be honest whatever we put in in the past is pretty much not a worry anymore as we seem to not be asking the eu for a share of the company (the eu) that we as the second largest contributor, helped build.
