Maybe it is a process of the past that they never got to update or more applicable to cars as all EU compliant motorbikes are agnostic to left or right side riding as headlights have straight beams and units are now digital so you can change from km’s to miles easily. For cars a bit more complex to drive with the steering wheel on the wrong side... Understanding from friends that £400 for fully comp is normal if not cheap so do not see any premium impact (by the way do have some years of NCB as was living in the UK before the brief period in NL)

All OEM items as indicated above are available and included in the asking price. Tyres would probably set you back around £260 (Pirelli Supercorsa SP) Fast-ish road or track abilities not included in the sale price above as current owner is slow as f@ck...
