Yep Looks like an early attempt at security marking Bit odd though as datatag started in the early 1990s? maybe not early enough though or marketed in France?
Both my 1996 916s were tagged in 2001/2002 (I have/had the certificates with owner’s name and address). That being said, it may have started earlier in France too but only as an option. Back in early 2000, it had become mandatory to get insured. The only way to really know when the bike was built and shipped to the importer is through Ducati Customer Service in Bologna.
