  2. Perhaps the term you are looking for is "plebs".
     
  3. pleb describes people from Ancient Rome who could vote. Hence words like plebiscite. It's only people who haven't read their Quintus who don't know who plebs are.

    Nothing wrong with being a pleb, Pete! A pleb is a proper person. I am a pleb and proud of it.
