Firstly nothing wrong with std Mikuni's. If you are sure the idle screw is not holding a butterfly open and the balnce screw is adjusted correctly as that can influence one carb over the other. Then the most likely cause is an air leak from engine side of the butterflies. Also make sure the slides are dropping fully and that the diaphragms are in good order and located properly.
As Ghost said, make sure there isn't an air leak..........Check the condition of the inlet manifold connectors....the rubber things that hold the carbs on the manifolds. Also check that the choke mechanism isn't sticking........the sliding 'bar' at the back of the carbs that links the chokes can get fouled up with cr*p and road dirt. AL
I agree with above advice except that the std CV carbs are made to a budget as OEM units and far from the best on the market. Needle jets show wear after as little as 5K miles and the numerous small drillings have a tendency to block which destroys idle to midrange progreesion. From experience with my '93 SS, admittedly after a 10 year layup, cleaning the carbs (3 times in 500 miles) was a complete joke. I could and perhaps should have used a professional ultrasonic clean from the start but after the 3rd strip down I gave up and installed new Mikuni Flat slides (40 TDMRs). At just under £1,000 (at Stein Dinse in Germany incl delivery to the UK) the TDMRs will not suit everyone but they fit the standard airbox and choke cable and the performance is light years ahead of the std CV units. Balancing is a little trickey as this is trial and error rather than dynamic with engine running. FWIW, they are precision made racing units and as with most things, you get what you pay for.hope this helps
