I had a couple like that on the 999 recently for the cooling pipes, stuck a flat head in and twisted. Had to replace with a normal jubilee clip.
Called an ear clamp, more efficient than a jubilee clip, just cut the ear with some spring side cutters.
These clamps are often referred to as Oetiker clips, they can be fitted and removed using a special tool quite easily. Removal will destroy the clip and a new one will therefore be needed. I use this company who can supply them in both zinc plated versions and stainless steel.
