I do not know the 1098 especially but, as with any engine, I think you need to get the sump off, ensure it is free of swarf, re-assemble and then probably not worry too much. Any evidence that the sump plug has been drilled? Hard to think how else it would have got in there.
My guess is it was left in the cooling galleries when the engine was first built/machined. Some panigales have swarf in the rear wheels left over from the machining process that failed to get blown out.
Definitely looks like drill swarf which if it's in the coolant can only really be left over from manufacturing as per flatstick959.
Thanks for the replies guys. I’m with you saying build debris tbh. Can’t justify taking the sump off as that would only prove the oil side is fine and there was nothing untoward when I drained the oil or took the sump plug out. The swarf is in the coolant circuit in any case. The rad is original and shows no work done although I’m gonna freshen it up as its peeling on the lower edge. Time for valve clearances over the weekend. Have it all stripped down and cams exposed. The swarf thing was just a niggle. Ta. Rich.
