Car and plant equipment rental companies charging for a full tank of fuel on every rental, even if you don't use it. The cheeky feckers then top the tank up and get to re sell the fuel again to the next schmuck. When I rent a car I always insist I return the car full and get a credit, but it's hard work. The gas companies have just been hammered for not refunding credit on people's accounts if unused unless the customer asks, should this be any different? Think how much money the big players like Avis and hertz make, for nothing at all. It's boarder line theft.
They've been doing that for years. Most rental companies I've used want the car back with no fuel, or just enough to get to the next forecourt

I was stiffed by Budget/Avis on returning a hire car to Barcelona airport with a full tank of fuel - they still charged me for one.
they have been doing this for years, rental car companies especially the holiday rentals will use any trick to pad the final price and have a lower headline rental charge fed up with it myself other stunts, €1000 excess on damage, vw golfs that shrink to a clio when you pick them up, extra surcharge to pick up from terminal 2, but there is no office at terminal 2 so you have to go to terminal 1 to pick up cars, damage to wing mirrors not included in add on insurance as these are an accessory (legal under French law) best cure - vote with your wallet and use an alternative to a rental car
Another trick to watch out for is "We have charged your credit card in £££s to save you the inconvenience of paying in Euros"... they use a very unfavourable exchange rate compared to what your credit card provider does! I tried to argue this one out with Hertz, after they had billed me, and they claimed that by signing the contract I had agreed, somewhere in the very small print, to being charged in my local currency (for the extras like additional driver - I had paid in advance for the basic rental).
