They are "maintained" - badly... But if no-one ever tells the council what the problems are, then they will never know. Turn up, have your say, tell then what you think. You may ask "will it make any difference?" - well it has with various issues in Plymouth after MAG talked to the city council - bikes in bus-lanes, non-slip manhole covers, sorting out pot-holes - progress has been made on all of these. I can guarantee that not doing anything will only make things worse...
It's just cost me £100 for exceeding the two hour limit at Gordano Services - and their coffee is still crap !
Why would anyone want to spend two hours at gordano services! Two mins for a piss is long enough for anyone! Lol
ANPR it was... And yes, they do enforce it. I didn't actually want to be there for more than two hours ( or for more than two minutes, truth be told ) : I was at a meeting and didn't realise it had been over two hours... Won't be getting caught out like that again.
How? Serious question. Have you broken a law? Entered into a credit agreement? Will you get a CCJ? Can they prove it was you driving?
If you go into a restaurant and order food and drink, when you have consumed it they will present you with a bill. You are expected to pay it. If you leave without paying, the restaurant will try to collect from you later the debt you have incurred. If you take goods or services (e.g. parking services)without any intention of ever paying, the law you have broken is the one against theft. A restaurant or a car park are unlikely to bother suing you for £100; they assign the debt to a debt-collection agency, and the agency will pursue debts in large batches when they decide it is cost-effective. Yes, you might finish up with a County Court Judgment against you, thus ruining your credit rating. The claimant will prove the car is registered in your name, and will allege it is you who owes the debt. If you want to defend the claim, and give evidence proving somebody else was driving at the time, go ahead. If that evidence is perjured, you can expect to end up where Chris Huhne did - in pokey.
Unfortunately the ANPR picture is actually clear enough to identify the driver... And yes, it was passed over to a collection agency ( I hadn't paid it within the allocated time as it takes ages for mail to reach the Falklands... )
But it's a fine/penalty, not a bill for goods or services. At most,(IMHO) this f'ing robbers should only be permitted to come after you for a consequential loss. If it's £2 an hour and you go over an hour, theres £2 to pay. WHere does £100 come from? Is that a fair representation of their loss? Clearly not.
The service you have used is occupying a parking space for longer than X time, and the charge for that service is Y pounds. Provided you were given notice that was the deal when you started, I cannot see how you have any point to argue. If you use a posh hotel, or a posh restaurant, or a posh hairdressers, the charges may seem extortionate, excessive, unreasonable, and unrelated to their costs. But those are the charges, and if you think they are too expensive don't incur them. You can't first use the service, then refuse to pay the charge, and say it was too dear.
It's not the charge, it's the penalty! X and Y are completely proportional....That's the point. X is £2 (say) then X multiplied by two is £4.00 not £100. This is another simple case of companies seeking to increase turnover with zero effort and fucking other people over! When did it become ok for Little Chief, or whoever, to be empowered to issue out fines at a value of their choosing? How is it there are systems in place to capture images of people committing such a terrible parking offence and instantly send out a disproportionate fine, which accordinging to you is just and enforceable? If so, why isn't the same system in place for chavs caught gobbing on the pavement or chucking litter from their cars? I bet loads are captured on CCTV, do they get fined through the post?
Let's try this once more. You can come and park your bike in my private garage if you like. The charge will be £2 for the first two hours, and £1,000 per hour for each hour after that. If you think that's too expensive, don't park here. I'm not saying its "just" or "reasonable", but it's what I charge - take it or leave it. And if you park here and stay over two hours you will owe me £1,000 and I can certainly enforce collection of the debt. Is it a fine? No. Can I charge anyone anything for what they do in the public street? No. [This example is by way of an illustration]
