No rider will want to be the first to raise his hand and try to stop the race being started once the sighting lap has started. Maybe the organisers need to appoint a safety rep preferably ex racer to do the sighting lap with the boys and report to race direction on track condition in these circumstances.
I think they should go further than that . Yes have an ex racer do the sighting lap But also have a group of professional marshals that take control of any track marshals and oversee them . These people should part of the full series and go to every circuit maybe 12 of them . I watch in disbelief at the marshalling sometimes .
