However, they are not In normal parlance, ex-Pats are people who are from Country A, living in Country B, when referred to by residents in Country A. In order for migrant workers in the UK to be known as Ex-Pats, you would have to a resident of Country B. Which you are clearly not. I trust that this is clear.
What about a visitor from Country C? Ah but We're British living in Britain so all those Johnnies from A and B are foreign. Never let them in the Golf Club.
