They have to do something. Having the fastest bike in a straight line is definitely not getting them to the championship. You only need to look at the (well deserving) Suzuki’s to work out the way forward.
Bhp just needs to be in the ballpark, handling, getting the power down and not destroying tyres the way forward. Oh, and (Yamaha..) reliability !
Suzuki have had some great work pay off and quite a slice of luck, with both Ducati having tyre issues and Yamaha just, well, ducking it up all season! Quite incredible to think Mir has one hand on the title!
If they actually cheated, rather than as reported lost a manf so had another, surely they’d be better than 10th... Ducati stretch the rules probably more than most.

In this case it is black and white, its called a set of rules and protocols that everyone knows at the beginning and everyone has to sign up to to take part. Which bit of abiding by the rules dont you understand? What about when their YAMAHA engines blew up around jerez time? They YAMAHA applied for permission from all the manufacturers (as per the protocols... so they remembered that bit!) then when the other manufacturers, Who are also looking for a competitive edge, said, OK disclose what it is you want permission to change ( as per the protocols) ..... they YAMAHA then withdrew their application Still you are right......its the cutting edge of motorsport backed by millions with technical experts in all fields ... they weren't looking for a competitive edge, it was a genuine mistake...especially now they have been found out Ignorance is no defence....
