For parts you could just ask the garage that MOT'd it to order the bearing for you, and I agree with some others here that the dragging brake will probably be a caliper clean job. I've never had to replace any seals on a brembo but a full caliper strip down doesn't need an engineering degree to do and would either give a long term fix, or if you do get it wrong then the bike'll be scrap anyway so either way problem solved.
Those bulb horns are legal on older vehicles. I`m not sure what year a single tone horn became law, I`m thinking maybe some time in the 70`s. I know my old 1958 BSA passed a daylight MOT with a cycle bulb horn fitted, no lights, indicators or brake light either.
Only in theory. Every mot tester without exception will accept any type of horn on a bike, even the squeaky ones, unless they're on the make or miserable old tosspots.
My KX500 supermoto got though a full mot with no indicators, mirrors, and a little watch battery powered buzzer as the horn. You couldn't even hear it with your helmet on let alone scare a car away with it. But the exhaust note and fact it was normally moving in multiple directions at the same time seemed to work at clearing a path.
Stop/tail bulb has offset pins and may be in the holder the wrong way round. Headlamp aim is adjusted by knobs/wheels on the headlamp assembly. Surely you can adjust a chain. Brake pads may be sticking due to dirt or corrosion, take them out and clean them up if still serviceable. You say you have the skills, so take a look at the wheel bearings and get some with the same numbers from your local industrial estate bearing supplier.
fixed tail light, fixed headlight aim, fixed chain, fixed breaks, replaced front discs and rear disc, cleaned the pads as well. all i need to do is wait for the bearing to arrive.
