i would say its your cavity insulation ,those polystyrene ball's are a bugger when you take out the old frames they just pour out. some old frames have a dam-course membrane fixed to the frame and when removing the frame becomes impossible not to remove as well.that would expose the plasterboard covering the cavity to the cold.cold cavity / warm house equals damp i think thats why its upstairs as the balls have moved down to close any gaps around the ground floor windows
Sorry Z, just seen this. Anglia have been in and removed the trim from around an effected window which appears to show it's coming in from the outside rather than any condensation or anything more complicated. Next step is for a team of fitters to take a window out completely to investigate.
