His argument is that the standards on asylum and refugee's must be honoured so that if they have registered in other eu safe countries, then that is where they must stay and any migrant already registered in the eu will be refused entry into Germany. No, you did mention Amazon because it sounds like EU done a positive step towards defending other (local)Luxembourg based businesses...and this puts EU in a good light. Tough to admit for Brexiteers not all EU laws are bad...so let's just pick up the part that suits us. EU wants to achieve Ireland to tax Apple same percentage as other businesses there, so ultimately is going to Apple that has to pay...depending on the outcome. Irrelevant from the EU, in my opinion it is not fair for any government to offer some "tax arrangments" for some businesses whilst other businesses might struggle to pay the "fair" tax. See amazon paying 4times less than local businesses. Why? There is a law for EU members forbiding the above..which in my humble opinion if only fair to keep an "even level" playing field.
