Yep silly move by the hyper rider but equally the cyclist was on the phone In the middle of a busy central london road. I'm not saying that caused the 'coming together' but still it's a bit stupid isn't it. Both idiots IMO

The cyclist is on the phone, which is pretty stupid down Constitution Hill. Hope he wasn't on the phone around Hyde Park Corner. But he is in a cycle lane, and he's not wobbling about, so his being on the phone is not a contributory cause of the accident. The biker just totally misjudges his undertake. Of course, he has assumed (deep down) that he doesn't really need to give the cyclist any room, because if there is a collision, he's not really very likely to get hurt. Would he have tried the same manoeuvre if he thought he might run into an artic? His attitude, in blaming the cyclist, both to his victim and to the police just goes to show his anti-cyclist mindset. Mind you, he seems to get off lightly. If he'd knocked me off like that (and I have frequently cycled that bit of road) I'd have had rather more to say to him and his camera. And even when he is clearly in the wrong, he is so convinced that he is in the right that he posts the whole thing on Youtube. I just fail to see how he could have thought he was in the right, unless anyone on a bicycle is ipso facto permanently in the wrong, whatever they are doing or not doing.

No, it isn't. The law (The Road Vehicles (Construction and Use) (Amendment) (No. 4) Regulations 2003) refers only to motor vehicles. Pedal cycles are not motor vehicles for the purpose of that Act. Neither can do either (per the Road Traffic Offenders Act 1988).

no, it's not. In fact, it's not illegal for a motorcyclist to use a phone while riding either, but I've never been able to do it. Have you never been on a bicycle at 30mph in a bunch, ordering coffee at the next stop
