It's hard to say for certain without a strip down. The sheffield Bike specialists, craftily don't show the damage. At least H&H put these pics in their online catalogue.
Surely it's true value is in being original? I wouldn't like to try and get through a legitimate MOT without a front mudguard, and possibly a few other modifications that have been made.
There's a footnote saying it's probably a 916 1997 sps, but registered later. Pretty sure it ain't one of original1997 404 bikes for homologation of 996 engine. But probably still worth £15\20k if restored properly.

I dropped £4.8k on a 916 sps that was in way better nick than that and had original fairings, wheels etc.
And a few spanners, a garage and a few months. Are we saying £20k value if restored correctly? I guess that would still make it viable. But that’s if you care about money!
I think double that. Engine alone at least 4k. Good luck finding the fairings. No top yoke plate? Ok sir we’ll make you one of those…..
