Regarding weights I can only speak for tyres I work with but motorcycle tyre manufacture from a decent brand will construct the tyre with inner liner, carcass, and tread splices spread even around the tyre, thus eliminating the need for lots of balance weights, or none at all, cheaper tyres usually have heavy splices and need more weight opposite to compensate.
