Needs name and post code of issuing garage. Had to change my car plates after an MOT failed the reflective ones fitted by previous owner. As folk say though it is very complex and even the average plod hasn't a clue. Last time it was mentioned to me by plod was after being stopped early one morning after doing 70 down a 40 dual carriageway, The cop was in triumph 2.5 PI to give an idea of time.
