Oil Stained Wheels

  1. Now you say front and rear look different then still reckon it's been re-lacquered as a minimum, but that's just an opinion. Most irritating, but repaint beckons by the looks - if you are 100% on this, then you could try to remove with something more drastic as it won't matter anyway. Straight thinners ought to start to fetch the lacquer off on it's own taking the stain with it, but risky.

  3. My first thought is that's burns from PO grinding off a chain link.
