I know exactly what you mean but that isn’t the way the laws are written. It’s the tacklers responsibility, regardless how low the ball holder goes. Needs a complete rethink or only tackling around the ankles. The game continually develops, and, on reflection, normally for the better.

That ridiculous decision (Samoa I think) the other day where the runner lead with his firearms and head up and ducked so far he was below waist height. Tackler got a yellow. Impossible to tackle legally
