Homosexuals may be queer or may not be queer.

Non homosexuals may be queer.

To be queer means to not conform with socially accepted standards of mainstream heterosexuality and gender.

Eg if you liked to be screwed in your arse by a German shepherd, that would make you queer, but clearly not homosexual.

 

That should be "mainstream sexuality and gender", not "heterosexuality and gender"
